ICADAR Asks FIRS to Reveal Terms of French Tax Pact, TSA Collection Contract

A civil society organisation, the Impacthive Centre for Accountability, Democracy and Rights (ICADAR), has asked the Federal Inland Revenue Service (FIRS) to disclose details of a cooperation agreement with the French tax authority and the appointment of a private firm as a Treasury Single Account (TSA) collecting agent.

In a letter dated December 2025 and addressed to the Executive Chairman of FIRS, ICADAR invoked the Freedom of Information (FOI) Act to request access to specific documents and information within seven working days.

The organisation requested a copy of the Memorandum of Understanding (MoU) reportedly signed between FIRS and France’s Direction Générale des Finances Publiques (DGFiP), seeking clarity on the scope and terms of the agreement.

ICADAR also asked FIRS to explain the procedure used in appointing Xpress Payment Solutions Limited as a TSA collecting agent. In addition, it demanded information on the ownership structure of the company and the percentage of government revenue it is authorised to collect as fees for its services.

According to the letter signed by ICADAR’s Executive Director, Dr Bello Ishaq, the request is aimed at promoting transparency and accountability in public finance management.

The group asked that the requested information be provided within the timeframe stipulated by the FOI Act and forwarded electronically to its official email address.
