Bauchi Lawmakers Consider Bills to Revamp Health Sector, Establish College of Education 

The Bauchi State House of Assembly says there is a need to improve the health sector through accommodating new policies into the state health care and development agency.

This was discussed during a recent sitting by the house on Tuesday, March 28, according to a statement signed by Abdul Ahmad Burra, spokesperson to Speaker, Bauchi State House of Assembly, Saleh Hodi Jibir, who represents Disina Constituency, 

The speaker noted that Bauchi State Primary Healthcare Development Agency (2008) was amended in 2012 “and since then, a lot of new policies, innovations and strategies were developed by the Federal Ministry of Health, National Primary Healthcare Development Agency and Development Partners in an attempt to further strengthen the healthcare system in the country.”

He said these developments called for the amendment of the agency’s law to accommodate current development in the primary healthcare service delivery.

The lawmaker specified that “the amendment will focus on renaming the organization’s nomenclature from Bauchi State Primary Healthcare Development Agency to Bauchi State Primary Healthcare Development Board, inclusion of operational guidelines of the village/ward development committees based on the national provisions of the ward health system, inclusion of Bauchi State Emirate Councils Committees on Health and the State Advocacy Core Group in conformity with the revised National Health Strategy for Community Engagement and other relevant provisions in line with National Policy of Primary Health Care under one roof.”

Jibir, however, moved a motion that the bill should undergo second reading.

Conveying Governor Bala Mohammed’s messages to the house, Majority Leader, Tijjani Muhammad Aliyu representing Azare/Madangala Constituency moved for the establishment of the College of Education Technical in Dass local council.

He called on the need to establish the college to provide courses of study and research for teachers’ training and to prepare students for the award of the National Certificate of Education (NCE), with emphasis on technical education and other certificates.

His words: “Unemployment is one major challenge affecting Nigeria amongst other challenges and it keeps skyrocketing day in and day out as a result of the recent economic recession in Nigeria. This rate if unemployment has led to the issues like a rise in crime rate, suicide rate etc.

“Many employers believe that Nigerian graduates are unemployable because the traditional educational system usually involves so many theories and lacks a practical use of the knowledge acquired. It was at this point that vocational education was introduced and existed for many years in the form of apprenticeship and handicrafts and subsequently the Government created bodies like NA YEP to oversee this educational system as well as issue certificates to graduates.”

The lawmaker therefore, requested that the bill should be allowed to undergo second reading. 

Additionally, the governor leader with the house to consider drafting a bill for law to establish Bauchi State Rural Access Authority and Bauchi Road Fund 2022.
