The Katsina State Government and its 34 local government councils have received a total of ₦166,062,255,960.40 from the Federal Account Allocation Committee (FAAC) in the first nine months of Governor Dikko Umar Radda’s tenure, WikkiTimes can report.
WikkiTimes analysis of the BudgIT monthly data on FAAC allocations distribution revealed that the state government accumulated ₦78,731,968,409.90 as its statutory allocation between June 2023 and February 2024.
The 34 LGAs of the state collectively received the sum of ₦87,330,287,550.50 in the period under review as their allocations.
The data further showed that the state received the highest allocation of ₦10,591,422,338.91 in January 2024, while the lowest allocation of ₦7,407,641,732.14 was recorded in October 2023 within the period.
According to the WikkiTimes analysis, Katsina local government council received the highest allocation among the LGs totaling ₦3,395,603,623.81, while Dutsin-Ma local government council received the least allocation of ₦1,904,786,923.20 within the period under review. However, Dutsinman’s allocation is for seven months covering June to December 2023 as there was no record of its January and February allocations.
While Katsina LGA got the highest allocation, Kafur and Kankara LGAs also received significant allocations of ₦3,086,728,785.41 and ₦3,065,161,917.78, respectively.

The analysis further showed that the state and the LGAs received higher allocations than what they had received in the previous nine months between September 2022 to May 2023.
Masari’s Allocations
Governor Radda, a first-term governor whose administration marked its first anniversary on May 29, in the period under review received nearly 1.5 times the allocations his predecessor, Aminu Masari, received in his last nine months in office.
For instance, between September 2022 and May 2023, the last nine month of Governor Masari, the Katsina State Government received ₦54,360,332,012.74.
Alternatively, Governor Radda, in his first nine months in office exceeded Masari’s allocations with ₦24, 371, 636, 397.1 which represents a significant increase compared to the previous administration.
This increase in FAAC allocations is likely due to the removal of fuel subsidies by the federal government, which has increased revenue accruals to the federation account.
However, Katsina State, according to the National Bureau of Statistics, remains among the states with the least development index, high unemployment, and high poverty rates in Nigeria.
Performance
WikkiTimes analysis of Katsina State budget performance of last quarter of 2023(Q4) and first quarter of 2024(Q1) revealed that the state spent a total of N81, 210, 376, 414.67 for both recurrent and capital expenditures.
The breakdown of the performance showed that the Q3 of 2023 gulped N32,498,606,586.77 with the recurrent expenses took N18,594,399,416.88 which is far above the capital expenses of N13,904,207,169.89.
However, in 2024 Q1 performance, the capital expenditure was N26,838,094,963.14 which is higher than the N21, 873, 674, 864.90 expended on the recurrent expenditure.
This suggests that the State within the Q1 and Q2 performance almost halved its spendings between personnel costs known as recurrent expenditure and capital projects in the state.
